Justin Bieber could be at the centre of a new controversy as it has emerged he tattooed a friend without holding a valid license in New York City tattoo parlour last summer.

The 19-year-old singer inked a mouse onto the leg of his pal and tattoo parlour owner, Keith McCurdy, but could be in trouble as New York law states that all tattoo artists must hold a licence to create body art.

According to New York Daily News, the parlour could face a $2,000 fine for letting Bieber tattoo someone under their roof.

Bieber will not be liable to pay the fine, but the news will only add to the negative press that surrounds the teen pop icon at the moment.

McCurdy's tattoo parlour has received bad press in the past when The New York City Department of Health and Mental Hygiene issued a warning to the shop when Rihanna tattooed an 'R' and an umbrella on the owner in 2009. The tattooist has also allowed Chris Brown and Katy Perry to take the needle to his own body.

Beiber is no stranger to controversy as it was recently reported that his capuchin monkey was quarantined after he tried to smuggle it into Germany last week on a private jet, and so far no one from Bieber's team has contacted the centre. Instead, Mally has been kept in a cage with a stuffed toy and a photo of the 'Beauty and a Beat' singer for company.
