Lady Gaga called for bullying to be made illegal after a 14-year-old teenager took his own life because he was being bulled.
Jamey Rodemeyer had been victimised on social-networking sites after he spoke candidly about his battle with his sexuality.
The singer sent the video to a 17-year-old fan who has been lobbying against bullying at a school in Canada.
In the video, Gaga told pupil Jacques St Pierre: ''I just wanted to tell you how proud I am of you for being such a strong advocate of the LGBT [lesbian, gay, bisexual and transgender] community in your school.
She added: "My father always saves all the fan letters that I receive and I read yours very recently and wanted to send this video to you.
"It is important that we spread tolerance and equality for all students."
Lady Gaga announced she intends to set up a charity foundation to promote anti-bullying and self-esteem support for youngsters.
